Rand's career was dedicated to every aspect of law, community and country beginning with his service in Vietnam with the 11th Armored Cavalry Regiment (1969-1972), through his practice of law in Kansas and Missouri, and service in the Kansas State Legislature (1990-1994) and, finally, during the 33 proud years he spent in law enforcement beginning as a police officer
